In 1978, California voters passed Proposition 8, a constitutional amendment to Proposition 13 that allows a temporary reduction in assessed value when property suffers a decline in value. A decline in value occurs when the current market value of a property drops below the current assessed value. A reduction is assessed value results in lower property taxes thus saving the property owner often hundreds, if not thousands, of dollars each year. Due to recent housing market conditions, virtually everyone that purchased property in California within the past few years can take advantage of Prop 8 and save money by lowering their property taxes. Prop8.ORG helps educate home owners about their rights under Propisition 8.

Prop8.ORG is a consumer advocate group that was formed specifically to assist California Property Owners to reduce their property taxes in a declining market. We are here to assist, guide and manage that process on behalf of the property owner.

Shane Barker, Co-Founder/CEO
Mr. Barker is the founding CEO of Prop8 Associates, LLC, which he co-founded after serving on the Board of Director’s at RCG. In addition to his leadership of Prop8 Associates, LLC, Mr. Barker is the co-founder of Cashout Options, Equity Flips, Bailout Help and a number of other real estate websites. Mr. Barker, a graduate of California State University of Sacramento, Business Administration and Intensa, Costa Rica Spanish Language School is an accomplished entrepreneur, investor, foreclosure specialist, traveler and father. His desire to educate others about real estate is driven by his love to help others.
Jeff Pulvino, Co-Founder/President
Jeff Pulvino is the founding President of Prop8.ORG and Prop8 Associates, LLC. He has an extensive background in residential and commercial real estate, specializing in hard money loans, foreclosure acquisitions, short sales and fix and flips. His experience includes co-founding and serving on the board of director’s of several real estate companies such as Royal Capitol Group, Equity Flips, Cashout Options, Bailout Help, as well as managing foreclosure acquisitions for Westminster Investments. Prior to being involved in real estate investments and acquisitions, Mr. Pulvino was a project manager for a large venture capital backed start-up company by the name of CBCA. He has a vast experience in business development and process integration, with an inherent passion for real estate. His inspiration to start Prop8.ORG was driven by his inherent desire to find a way to help home owner’s in a declining market.
Joseph J. De Kellis, Attorneys & Counselors at Law
Mr. De Kellis, a graduate of the University of California at Los Angeles and the University of the Pacific Mc George School of Law, is an accomplished real estate attorney, advisor and investor. His firm, Joseph J. De Kellis, Attorneys & Counselors at Law, has been aggressively and effectively representing clients in real estate litigation and transactional matters, as well as serving as the fiduciary for numerous real estate partnerships and trusts, for over fifteen years. His wealth of knowledge, coupled with his extensive background in structuring and managing real estate portfolios, as well as representing clients in both judicial and administrative matters, brings a wealth of knowledge and experience to our company and serves as a vital resource to our clients.
Joshua Carnes, V.P. of Operations
Joshua Carnes is the Vice President of Operations for Prop8.ORG and Prop8 Associates, LLC. He holds an unprecedented back ground specializing in Tax Foreclosure’s, as he founded the company Tour Investments. His extensive residential and commercial real estate knowledge includes serving on the board of directors for Royal Capital Group, as well as overseeing the national expansion division and moving RCG into 16 additional states in five months with the company. Along with assisting in multiple projects with companies such as Equity Flips, Cashout Options, and Bailout Help. He is Co-Owner of a local business marketing company by the name of Patented Promotions. With his vast knowledge of tax forecloses real estate management, he is the ideal person to head up our day to day operations.
